Can you use both the combat vest and suit at the same time? I assumed the suit would be a vest with pants upgrade

And super heroes do have that ability to withstand a rocket launcher as reflected in their HP compared to a mundane. For the most part they just don't come out of it unscathed.

And yes you can use the combat suits and vest at the same time, assuming you don't have anything else in your body slot (like a backpack, ETC). Bad example: Pilot Luke costume-

I'll get to work on fixing it up. I see what you mean now. With lower HP and the D30 system, certain item's stats were drastically messed up.

Yep, the FMWs are like Iron man too. I look at the big ones as being like War machine or Ed209... And the little elite one as Iron man himself. Keep in mind that the FMWs take up body slots (armor/gear) but the weapon slots remains free. Go ahead and strap a rocket launcher onto that bad boy. ;D
I think what you are looking for is the Dooms day rules. It is in the Rules page: Dooms day Scroll down to the very bottom of the Battle rules and you should see it.
I try to keep anything "Rules" related all on the same page. If you need to get there without a link, just Follow the first step in the getting started page on the left sidebar.
The rules page is starting to look a bit long....

Mister Bernard is thinking about robbing a bank. ;D If he decides to go through with it, instead of making a bunch of new topics for all the different areas in the city, lets just use the Streets of Osiris as a default location. Besides, he may not be in the bank for long. After he flees he'll be back on the street again anyways.
Also, if he decides to rob the bank, can I set it up for how it looks and how many people are inside? Seeing how he reacts and makes plans will be a lot of fun.
I wonder if he is just gonna wing it and go in Gunz blazin' or if he'll make a plan and scout it out first...

That is the prevailing opinion at the moment. Although depending on what information is gleaned at the club I have another possibility in mind as well. If I do go through with it I will maker my posts in the Streets of Osiris location as requested
As for set up regarding how it looks and the number of people inside go for it. I look at this as you are essentially the game master so boundaries such as that are well within your privileges. It adds to the excitement if there are intangibles that you didn't count upon.

He will follow the K.I.S.S. method. Nothing elaborate, simple smash and grab style, but he's not planning on going in totally uneducated. Besides the chickie in the hallways did look like she belonged in a bank. I'm sure the thug has cased the joint and prodded his girlfriend for information. Perhaps he needs a visit from the fugitive from Gabriel's Crossing.

Hmmmmm, I found a small problem that I need to fix. I don't think I explained the use of the blue SP serums correctly. They were suppose to only refill your SP counter, not give a stat boost. Kind of like how a Wizard drinks a potion to restore his Magic points. When I added the +10 it looked like it gave a stat boost. My bad. It will still give him the adrenalin rush, but it only restores the amount of power he already has.
I'm going to edit the description and fix the error. I suppose I should also include the use of the blue serums in the Sensitive's tutorial so that they will be used correctly. Sorry for the confusion.
You don't have to edit too much of your post, just the stat boost part.

I thought the +10 was a good way to explain the initial boost the initiates received during the training session and the sudden crash afterwards returning them to 1/1 of 40/40. if the blue pill only works to refill your SP counter it certainly isn't as valuable an asset to those using the item at an SP of under 10/10.
I just wasted a perfectly good serum.
How do you account for the outrageous power levels we have at our disposal in the tutorial I must now rethink my options.
EDIT does the Yellow Skill Serum give a stat boost or does it just fill a counter. Is there a counter? See the confusion.

I see the confusion. The yellow one really does give a stat boost for combat, so that one remains the same. At low lvls SP serums are a bit of a waste, but you can get to 10 SP quite quickly with a bit of training. Adding another 10 on to that shouldn't take too long.
Everyone plays the tutorial out differently, so there is no explanation for the power boost. All of the people on this website has played the tutorial out completely different from my last RP I made. Although they are two different RPs, both combat/life systems were pretty much the same, and the Tutorials were also very similar.
On my last RP the players didn't look at the tutorial as being apart of the main story, and neither did I. Which is why it is not apart of the IC boards, I have it labeled under the OOC boards. Most players on my last RP acted as if the Tutorial was just a way to teach you how to play, and ignored everything that happened there.
However, that was not the case with this site. Because the players decided to incorporate the tutorial with the actual RP, I decided to just go along with it.
