Part of the unbalance I see with combat comes from bonuses and skills.
Take for example two teams of four (one sensitives the other norms) The four norms have suppression fire skill. and rapid fire) Each turn one suppresses, one (or two on the first turn) rapid fire, one fires normally. I believe in concentrated fire (this tactic has won many a battle tech games as the odds begin to skew greatly in your favor). That would be 9 attacks to dodge with no attacks in return. Next a second player lays down suppression, the first reloads, leaving two to fire. Once again no return fire. As long as the ammunition holds up they can cycle in this manner taking of numerous foes with no retaliation.
I'll provide a second scenario involving weapons themselves later.
Hmm, I don't see a problem yet... Because if the players work together that well and use real life suppression tactics to beat their opponents, then they kind of deserve to win. ;D
I have a very difficult time trying to get other humans to stick and work together on mmo games, so yeah if they manage to work as a team that is a good thing. But I'll wait for your other example before jumping to conclusions...
I have an idea I'd like to run by you, but I'll wait to see what you type up first.

Part of the reason of asking about the "Norm" sensitive was to determine max hp for this scenario. SO HP: 100 Skills Strength Dual Wield Quick draw short burst
Weapons Hydra Zenith Blade (+30/-20)
Strength allows any weapon Fast Draw 2 ATT turns roll above50/first turn only Dual wield 2 att/ turn What about double shot instead of short burst giving wielder 2 attacks with each sword?
what stops him from drawing both weapons using fast draw giving him 4 attacks at a base +30 ATK without retaliation let's see Glory top that.
Also Realizing Zenith Blades are ultra expensive what about dual wielding gunblades (+10/+5) Fast Draw Attack 1 Short burst (4 Att at +10) and 1sword attack at +10 follow up two sword attacks at +10 I realize the appropriate roll still have to fall into place but damn a lot of punishment can be dealt. Especially if the Attacker rolls high and the defender coughs up a fur ball on a couple opportunities.
I don't see Sensitives (even lvl 20's) dishing out that kind of offence.

I wonder if other players would catch on to that skill combo...? Wow... for real you just created Rambo. I know I set it up, but that combination never even crossed my mind.
Anyways, a sensitive would be able to do something similar if one of their power types was Super human strength, and the other was super human speed (which gives agility as a standard). But they would have to have really good luck to end up with those powers...
-Super human strength: All sensitives are naturally stronger than most humans, but you can lift a building without any problem. This also allows you to dual wield any and every weapon, no matter how heavy it is. *Requires the dual wield skill to do so. stats: (Ranks 1-5 can lift metal poles and small pieces of furniture. Ranks 6-10 can lift cars and large pieces of furniture. Ranks 7-20 can lift tanks, trucks, and even buildings.) +1/20 to attacks +1/20 to defense if used correctly.-
So they have speed and strength, lets say a sensitive had a similar skill set of Dual wield and Short burst, so that they would be able to dodge the attacks with their agility rolls and then deal out similar damage with their next attack turn, minus the fast draw... Hmm... But does it really even out?
So what if super power "Super human speed" had fast draw connected to it? That way for every human skill there is a special power that kind of has another skill attached to it to make up for the lack of the two other skills? Bleh, that sentence is confusing sounding. But I think you know what I mean. ESP has observation and persuasion, and Speed has agility and fast draw.
But again, I still see your point. Rambo is still a lot stronger. So what if we made a slight alteration to your "SP modifier" idea, but made it where it add a X2 skill bonus? You put 10 points into an attack and it makes it +20 instead?
So you roll a 52+10 (sp) +10 (modifier) =72 attack damage. Or 52+10 (X2 sp modifier) =72 attack damage. Would that even out humans and Sensitives, and would it be easy enough to teach other players?
Keep the ideas coming. I think I'm starting to see a solution...

I actually saw him as whiplash (Mickey Rourke's Character) in Ironman 2 with the setup of the two plasma weapons.
EDIT: ESP has Observation and Persuasion. Bonus Now I can take Strength or intimidation without having to ditch a skill ;D
Q:If a person has dual wield and short burst with two guns (Let's say HAA) can they fire 4 shots from each weapon in one turn??? Accuracy should diminish with each consecutive shot making the skill less deadly -5 first, -10 2nd, -15 3rd etc, You are not actually aiming but trying to get off as many shots as possible (spray and pray) in a short amount of time. It should also be limited to auto and semi-automatic weapons.

The way I see things for sensitives as they get to the upper levels they should be able to dish out a great deal of punishment easily dispatching of nuisances in one (ever notice how long combat can be?) quick strike. Even against numerous "norms" they are superior in a short term encounter. Go back to my discussion on +20,+19,+18, etc...bonuses). One thing to keep in mind is a high lvl Sensitive with the "elite striker/ rapid fire" skill. Using these modifiers an individual can destroy city blocks in one turn. I am also an advocate that a Sensitives secondary power should have a cap of 10/10. perhaps the player decides which power is the dominant of his two rolls. The plasma deflector shield device becomes the deterrent from placing all you apples in one basket. At lower levels they must rely on technology to see them through battles and it is here that "norms" have a distinct advantage with their 4 skill sets At mid lvls (ie 10) both parties should be able to hold their own in a one on one situation. The "norms" should still hold the advantage in a numbers situation ie multiple combatants against a single norm.

What if combat was based on d30 instead of d100? Equipment bonuses would have to be adjusted for both ATK and DEF values. Max +/-5 HP values would also have to be altered SP bonuses (x2) then become more productive keeping things simple.
Still only gives a lvl 20 sensitive a one off attack at +40 even if he/she rolls a 30 and the defender a 1 damage is 69 - armor rating. Still a kill but I still would prefer the rocket launcher to powers.

Hmm, a lot to take in. I'm going to have to edit the super power list quite a bit after this lol. I'm thinking about putting certain limitations on skills, for example ESPs observation checks only work when trying to gain information from other characters, such as reading their minds to find out where they hid a key to a locked door, or checking to see if they are lying about something. It wouldn't get the bonus for doing normal search rolls though like spotting a speck of blood. And it would only get a persuasion bonus for mind control (Jedi mind trick). I may also edit the stats so that some powers are more defensive than offensive, but first I need to get the combat system down because that will determine how much power they can use and for how long.
I am also thinking about adding some new weapons and armor to the list, like a riot shield for more defensive players (or captain America wannabes) so that they can defend against stronger attacks.
As for your reputation points, they're on their way. XD Believe it or not the powers were originally set up like the 20, 19,18 thing, where every time they used their powers it took one point away. So the first attack was +20, second +19, third +18 ETC... Read here for the original test battle. As you can see Glory killed the Rank 1 bad guy with one overcharged attack and he had no chance to defend himself (just to give you an idea of the rank system, Geoff is a Rank 10 human with full abilities and health).
After that happened I edited the system because too much power was placed into one attack and I didn't think that humans would stand a chance. But should it go back to that? Because if it does, then sensitives will almost always be murderers if they use their powers in combat, even the supposedly heroes. It is something to weigh out...
As for the D30 roll system, how would that work? The D100 allows us to use the simple system of 50+ success, 49 and lower fail. Would it be too confusing have D100 for skills and D30 for combat?
For now I'm not going to edit anything on the site until we sort things out.

As you can see I submitted two dice requests for Sensitives. so I can walk some scenarios through my mind.
I don't think it would be too confusing with two different die rolls ATK rolls and DEF rolls d30 everything else is d100
A + 20 bonus (elite single use) still is weak compared to the +30 for the swordsman I described who gets the bonus with every attack. What of a hero with the sword. He is more likely to kill somebody with the hand held weapon than a blast with his powers.
Alright, so for the test were going to use D30 with X2 SP modifiers? Humans vs Sensitives, or Sensitives vs Sensitives? If the weapons are left as is for the moment and we do uber damage and people die really fast I wouldn't really mind. If a character could get shot twice form a gun and die from it that is fine with me.
