Combat thoughts
Merle prematurely rolled to shake effects. Effects should last until the end of the recipients post the round following acquisition in the form an an ACY penalty.
In this manner if the attacker's next barrage the defender chooses to counter the penalty is applied. If the incoming attack is accepted in order to guarantee a return attack the penalty is applied to the attack along with any effects that might be accrued from the blow.
The -20 base to any counter makes it difficult to evade a well placed blow such as Abigail delivered on subsequent rounds. Especially when fighting through the effects of the first blow.
I'm thinking that Merle with adapt her fighting style to more of an aggressive berserk style. Angry Bird she will deam herself with red makeup instead of the blue.
Rolling after your counter makes sense so that you can't shake the effects instantly. I'll go read the post and see it in detail.

I really love how all of this played out.
First, I made a mistake and deleted Abigail's last roundhouse kick post by mistake while copying the code and had to re-write it. :/
New version didn't flow as easily as the first one but it is more-or-less the same in spirit. After reading the post I had the idea that maybe Merle goes rogue down the line.
What if Angry Bird is something she comes up with at first, but down the road she takes on the name "The Grand Cardinal", and dons a red outfit with black facepaint. Merle in my eyes has always been tough, but also a pushover with other people always telling her what to do. What if she snaps and becomes an anti hero and starts taking matters into her own hands.
I already had her give the line she was tired of being treated like a Sidekick, this wouldn't be too far off the path for her to start doing her own thing. We could then further push the rivalry between Brave Bird the Kingfisher Vs Angry Bird The Grand Cardinal, with Keiko caught in the middle having to choose sides.
EDIT 2: We don't need to force this storyline. Just let it happen naturally as we play out the storyarc with the Supreme Court. Eventually Merle will feel left out of the loop and will want to get answers for herself.
