After taking the stairs down to this level you will end up in the holding cells. This is where all criminals are kept. Inside the cell there is a small cot to sleep on, a small toilet to use, and a small sink for washing, other then that you are completely alone. The cells are made to block you off from one another, so there is no talking either, unless a guard comes down to harass you... For RP reasons, most criminals will only stay two days in jail, which is equal to four weeks in real life time. It would be boring to stay locked in here any longer then that. Here is a list of crimes that will put you in jail. Although this list is in place, players will be the actual law enforcement in the city. If you don't enforce or follow the laws listed below, than neither will the NPCs within the city.
Crime list:
1. Murder.
2. Theft.
3. Kidnapping.
4. Breaking and entering/Trespassing.
5. Destruction of property/vandalism.
6. Assault and battery.
7. Breaking curfew/public Vagrancy.
8. Unauthorized Power usage by sensitives. (If you do not work for Hydra corp and you are caught using your powers you will go to jail. Including officers that work for the OPD. Although this is a law in the city, many officers choose to ignore this law by not enforcing it.)
*More crimes may be added to the list in the future.

Naida pursed her lips at Carlyle's thoughts. It could cause chaos, but it could also make things easier... Right? "Hmm... Maybe it is a distraction, or maybe they just want to clean up the crimes. If we have more heroes out there we might be able to catch this Black flame guy."
She walked down the stairs to the holding cells and interrogation rooms. "The only thing I don't get about our biker thief man is how he was able to..." She caught herself before she finished her sentence. "Umm... I mean... Forget about it. I was just thinking out loud. Anyways, while I question these two guys could you get me that police sketch from the motorcycle robbery? I'll take a look at it and pass it on to Glory." Carlyle nodded and headed back up stairs.
She walked up to the interrogation room holding Lloyd Mac and looked inside the tiny glass window at him. "Hmmm..." She walked over to the blabbering guard's room and looked in at him. "Why did he pull the gun on the other officer? And why is he speaking nonsense...?" The pantless man might have known more, but the guard's behavior didn't make sense to her.

((I'm gonna play both Naida and the NPC within the same post, the guard's words are in bold.))
She signaled for the guard stationed with her to open the door with the bank guard. She walked inside and sat down across from the young security guard that shot at his coworker. One of his hands was handcuffed to the table and he was slouched down low in his chair looking down at the floor mumbling to himself.
"Hey there... You feeling alright? My name is Naida Baris, I work for Hydra corp. Mind telling me what happened at the bank?" "I-I...He...he was-was with them..." Naida frowned. The guy slowly looked up at her and tears welled up in his eyes. She leaned closer and looked at his name tag- it read 'Kitt'.
"Kitt, is that your name?" He nodded. The guy's brain wasn't fried, he seemed to be mostly coherent. So why did the police say he was talking nonsense earlier? "Kitt, who was he with? Why did you shoot at him?" He tried putting his hands on his head but the cuffs caught on the table. He suddenly began sobbing loudly. "I thought I was doing the right thing. The voice told me to kill him..." Naida almost jumped in shock; a deep frown settled upon her face. "Kitt, what voice? Who told you to kill him? Calm down, sweety. It's okay. Stop crying. Tell me, who told you to kill him?"
He shook his head and ran his free hand through his hair. His sobbing didn't stop. "I don't know... I-I just heard a voice and it told me to kill him. I thought it was a good idea... I don't know why I did it..." He burst into more tears, and everything else he said after that was incoherent gibberish. "Alright, that's enough for now..."
Voices? Hmmm... Naida wondered if she could use her EM radiation to view his brain to see if it was tampered with. The only problem was she had very little knowledge of that type of thing and she could mess up. She would do a bit of practice and come back later. Her phone chirped and she removed it from her bag. It was Nathan telling her he got the information. Alright, Nate dog! I knew I could count on you! Her reply was: -'Meet me at Club Exxel. I'll be there in a bit.'-
"Time for mister no pants..." She walked out of the room and stood in front of the door with Lloyd again. Lets see what he has to say...

((Interrogation: part 2. Same thing as before, I'm doing NPC in bold.))
Naida signaled for the guard to open the door for her and she stepped into the room with Lloyd. Just like the other man, he was slouched down in his chair. The guards must have removed his coat because he was now just in his underwear... ew... She walked over and took a seat in the chair across from him. He eyed her the whole time. He had a sneer on his face that reminded Naida of angry monkeys in the jungle.
"My name is Baris, I'm an operative for Hydra corp. I'll make this quick. You give me something useful and I'll try to work a deal with the cops to give you less jail time." "Psh, I ain't no snitch. What's in it for me?" Naida stared at him with a blank expression on her face. Was he serious? "Uhhh... Less jail time?" He sniffed. "And cable TV for my cell? And no bunk mates; I want my own cell to myself." She shrugged. "I'll put in a good word for you. So, what can you tell me about the man in the surveillance footage? The one in the biker gear?"
"Alright. Well, he came in my apartment and asked if I wanted to do a job, you know. I needed the money so I agreed. I was up for anything." "Came into your apartment? So he's a friend of yours?" "Nah, I don't don't know that dude. I just needed the money." Naida didn't understand why he let a stranger into his house. "Okay back up. So he knocks on your door, and asks you for no reason at all if you want to rob a bank?" "Kind of... Except he broke through my window." Naida put her face in the palm of her hands. She didn't think this guy was real. She was starting to get a headache.

"That makes no sense. He broke through your window? Why? How did he know where you lived? Why did he need you?" Lloyd had to think about it for a bit. Now that he was no longer high, the questions hit home. "You know, now that I think about it... I don't know how he knew where I lived, or how he even got up that high. Maybe he climbed the wall, I don't know. But he had a gun aimed at me, so I agreed to help him. He said he knew I had knowledge about the bank. He didn't sound like one of my old fellas though..." "What knowledge about the bank? What do you know?" "My girlfriend works at the First trust bank. I got her access codes to the front door and the first vault." 'Now I'm getting somewhere! The police said they found his prints on the keypad. That makes sense...
"What about the second vault?" "He said he would open it for me, cause I said we needed some explosiveness and junk. He didn't have much gear with him, but he got in...." "Did you get a good look at his face?" "Nope... Kept the helmet thing on the whole time." "Alright, who else did you tell about your knowledge about the bank?" He shook his head. "Just my old fellas knew, but they skipped town a long time ago. I ain't tell nobody else..."
"Could you tell me where you live? And I'll also need your girlfriends phone number." He supplied her with both. She recognized the address right away and it scared her that he lived so close to her... "Thanks for your time. I'll make sure you get your jail time shortened, and you get that cable TV."
She wrote the number and address down and left the jail cell. Now she had some leads to work with she could now leave the OPD and head to club Exxel. Naida stopped and stood still for a bit. She wasn't feeling very well; a little bit nauseous and, something else... Her stomach growled viciously and she almost doubled over in pain. She let off a couple of small coughs, and the feeling then quickly faded as if it were never there. She tried her best to ignore the strange feeling and walked back upstairs to find Carlyle...

The police force went through all the formalities of taking prints, Keiko's mugshot, and running her through the system before they placed her in the holding cell. For the most part, it was clean, but cold, empty and devoid of any real life. The bed was hard and the few prisoners in the holding area with her were divided by a concrete wall and made no sounds or movements. The cells were all side by side, so it was also impossible for the prisoners to actually see each other.
After she was booked and put away, it didn't take long for the computer to flag their new prisoner and show that she already had a record... but not the one they were expecting. She was Detective Hyogo, one of their best officers on the force, and also the one that had been leading the investigation to the exploding man case.
The rumors then spread like wildfire that she had murdered a man in cold blood and was now behind bars for it. Chief deputy James Carlyle walked into the holding cell area holding a digital tablet that had all the details, but he didn't look grim or angry at all. Instead he had a big smug smile on his face.
"Well, well, well... look what the big boys in blue dragged in. If it isn't Detective Hyogo." He put his tablet down on the table near by that was in the main hall and began to clap his hands sarcastically.
"I must say, I'm impressed. I think you just set a new record for disobeying orders and breaking the law. You've really out down yourself this time Keiko." He picked the tablet up and swiped his finger across it a couple of times.
"Looks like... we got you on trespassing and... murder... wow... you killed man, congratulations. I was forced to investigate the crime scene... which was already a crime scene, so we'll get those details back soon. The other officers say you have been oddly quiet after your arrest, and strangely cooperative. So I'm assuming you have a logical explanation to all this, right? I mean, if you were going to kill a guy and dump the body... why do it at a guarded crime scene that already had an ongoing investigation? Come on, help me out here..."

”Trespassing? More likely interfering, hindering or opposing a police investigation for crossing that tape. Regardless, that charge could easily enough be overturned. As lead investigator into the glowing man investigations she had the right to cross that police line to look for evidence.
The murder on the other hand was much trickier to get dismissed. Murder denoted malice and forethought. She had not gone there to commit murder. But she did procure a weapon to bring to the scene. Protection. Protection from what, if she wasn’t expecting Atsumachi to be there? A crime of opportunity. Definitely. Manslaughter then. Can you kill a man who had taken his life publicly over a year ago?
Keiko wasn’t convinced at this point as to her uncle’s finality. Atsumachi had seemingly risen from the dead before. What if this time was no different? Aggravated assault? Without a body or somebody to press charges what case would they have?
”Did James deserve to know?”
”……. I'm assuming you have a logical explanation to all this, right?” Carlyle inquired.
Keiko broke her silence. Her words were cold and calculated. ”Am I being charged?” She asked. The question went unanswered.
”I mean, if you were going to kill a guy and dump the body... why do it at a guarded crime scene that already had an ongoing investigation? Come on, help me out here..."
He was fishing. He had to have known the body wasn’t dumped at the scene.
”What do you want James?” ”A confession? I can’t help but notice we’re having this conversation in my holding cell and not the interrogation room.” ”You processed the scene.” ”A strong case? A slight smirk tugged at the corner of her lips at the thought. ”It must be quite satisfying to know you were right about me all along.” She mocked. ”Should I have a lawyer present?”

Carlyle squinted his eyes, but his smile still remained. He didn't answer her previous question about going to the interrogation room. All the questioning was going to happen right here.
"I don't know, do you need one? From my experience, lawyers are normally needed for the guilty. If you didn't do anything wrong we can move forward without all the legal mess that comes with a lawyer. But the problem is that I have you constantly breaking all the rules and causing trouble, which is what created the crime scene in the first place. Then, we have you going back to that same scene where we now have a fresh unarmed body in the dumpster with a bullet in the back of his head... execution style. To top it off, you were found with a weapon that had a silencer on it.... if I didn't know any better..."
He purposely lowered his voice to add more weight to his next words. "I would say that this was premeditated First-degree murder."
He let it sink in for a second before adding-
"Oh, how the Hyogo sisters have fallen from their former glory... tsk tsk. I must say, this really is a disappointment. If you don't cooperate, I don't see this ending well for you Kieko." He said mockingly.

Keiko cringed turning away as Carlyle leaned in to deliver his message. His warm breath on her skin. The repugnant smell of his expensive cologne was overwhelming.
”It’s not that black and white James” She replied apprehensively. ”I did what I had to do.”
"Oh, how the Hyogo sisters have fallen from their former glory... tsk tsk. I must say, this really is a disappointment. If you don't cooperate, I don't see this ending well for you Kieko." He said mockingly.
She was trapped. "It sounded too easy." "What was he offering" ”Was it time to a deal with the devil??” “He could easily make any damning evidence disappear.” “But at what cost?”
”Cooperate???” ”Under the circumstances, I don’t see how that would change anything.” She said brashly, ”Tell me James, exactly what would my cooperation entail?”
Carlyle smirked and stepped closer, his face was now pressed up against the bars and the smell of his cologne filled the confined space in front of him. "I can make this all go away if you're welling to play nice... I'm sure It'll be in your best interest to just play along." He licked his lips.
"Sell your soul... or in this case, your body... and I'll make this little misunderstanding go away." He squinted his eyes even more and his smirk grew into a wolfish smile as he waited to see if she would take the deal.
"You have to be mine. A few nights with me, vs your entire life in prison. Whattaya say, angel? Want to make a deal with the devil? The offer won't last long though... I can only keep this a secret for so long before this all goes public. The longer we wait, the harder it will be to spin the story in your favor." He slipped his hand between the bars of the jail cell to shake her hand.
"We have a deal?"
