The Government district is located at the North eastern most part of the city, and this is where all the high paid political, official, and working businesses and buildings are located. If you are looking for the Osiris news, the police department, or the Mayor's office, then this is the place to look. Most businesses that run the city are also located here like Banks and other important venues. Hydra corp is also in the Area, but they have named the few blocks that they own the "Hydra district", it is just named that to make them feel special.
You may have a taxi or bus take you anywhere in the city. There are pay phones and signs for you to call one.

Reporter- "Deputy James Carlyle, do you have any objections to the allegations that you are indeed a purist? Now that you have been promoted, what does this mean for Sensitives and augmented individuals?" the reporter asked. Carlyle stopped walking, gave his most charming smile and looked straight into the camera.
"Come now, aren't we all purists here in one way or another? Don't twist my words, but I don't necessarily think that it is such a bad thing to stand for something clean, wholesome, pure and untampered with. I am always telling my friends and family that they need to go organic, exercise more, pick up a healthy lifestyle. After all, being a purist simply means - being human. Is there really a problem with being human and loving who you are? As for the allegations, it is true, I was talking with the purists, but only because their little protest was getting a bit heated and I went to keep the peace. After all, that is my job isn't it? To protect the innocent and keep the peace. I was simply doing my job ma'am. I am here to bring people... together, not tear the city apart. Any more questions?"
"Are you for or against the Purist's movement to segregate normal humans from Sensitives and augmented humans?" the female reporter pressed as she jammed her microphone up to Carlyle's face. His smile stayed on his face unwavering, but he didn't answer right away. He cleared his throat and adjusted his tie.
"I think after recent events and the tragic terrorist act that happened recently, we can all agree that steps need to be taken to make our city safe and bring it back to its former glory. The mighty Osiris has fallen, but it isn't too late to make Osiris great again! Just like the Egyptian god, Osiris isn't just the god of the afterlife, but also the god of transition, resurrection, regeneration, and new beginnings. I think we could all use a fresh start. With my new promotion as the Chief's deputy and right hand, I promise that I will do everything within my power to keep the peace, clean up the streets, and make this city something we can all be proud of. And sometimes, in order to do that we must make a few hard choices to usher in a new age of prosperity. Now, if you will excuse me, I have a VERY important case to attend to. No more questions for now. Thank you." He said with a smile as he walked away from the crowd of reporters.

The ride from the OPD garage through the east side streets of the government and financial district to the crime scene was anything but quiet as Keiko vented her frustrations upon her sibling.
”I just can’t ignore it sis. If this bill gets passed things are only going to get worse.”
”We’re here now. Let’s just concentrate on our jobs and do it to the best of our abilities. Like it or not sis, this is who you are now. They see the writing on the wall. Those enhancements give you quite an advantage. Making you twice the cop any of them has seen thus far. You’re going to be top dog and they don’t like it.” Kameko bolstered.
”Maybe you’re right sis. Let’s show them what we’re made of.”
The twins exited the squad car. Showing their badges they proceeded under the tape and began to survey the scene.
”OK sis let’s get started” Kameko instructed. "Do your thing."
Keiko stood near the chalk silhouette outline upon the pavement where the medical examiner had removed the body of the victim. A strange looked appeared on the face of the skilled marksman as she looked across the rooftops of the shorter adjacent buildings to the tenth floor of the neighboring Namtouch Automations building.
“What is it Kei?” her sibling asked.
”How many projectiles?” Kei pondered.”Quite the feat for someone with a firearm ......let alone a bow?” Her words trailed off as she ran the scenario in her computerized brain before articulating once again
”Let’s see if the first responder is still on scene. Maybe they can help fill in the gaps.”
A Hydra corp clone walked over to the Hyogo sisters, armed with an assault rifle and body armor, and nodded his head in acknowledgement before speaking. Most of the Hydra corp. clones were placed under the supervision of the OPD, however, a few were given the choice to live normal lives after their explosive head implants were taken offline. The few that didn't die in the massacre were allowed to either go free, or continue serving to protect the city. A few chose to stick around as official OPD units.
"Good afternoon. You're here to investigate the case? Deputy Carlyle is on his way, he is just finishing up at the press conference. I was given an order to lock down the area and set up a perimeter so that the crime scene would not be contaminated. I can run you through the details of the case if you would follow me." He said as he waved a hand for them to get a closer look at the dead body outline on the ground, then led the way to walk over to explain the situation. He put his gun on his back and removed a few pictures from his belt satchel and handed them to the sisters to see what the body looked like before it was removed from the crime scene.
The victim was a middle aged man wearing a security outfit, with a single arrow protruding from his upper chest just below his neck, piercing all the way through to come out his back. He was lying in a small puddle of his own blood, his eyes were still open...
"So far there isn't much known, but we do have a few key details. This is one of four victims, three more were found inside the Vaiacane building by the staff. Most of the victims were security personnel, however, one was a scientist. We'll need to go inside the building to see the other body outlines, but the scientist was leaving his office on the seventh floor when he was killed. This guard here-" he signaled to the outline that was on the ground, "-fired his weapon up towards the rooftop-" he pointed up in an angle towards the Namtouch Automations building across the street where another police officer was standing before continuing his explanation.
"-where the bullet hit the side ledge. The sound of the gunfire is what alerted everyone that something was wrong, but by then, three others had already been killed. We believe this guard was the last to be killed, but we won't know for sure until we get the coroner's report back. So far, we think he was killed because he was a witness and fired his weapon. We have a man up on the roof now looking for clues, but so far we haven't found anything helpful... other than the fact that they were all killed by arrows..."

Since the recognition and integration of the clones to the general populace, the siblings on more than one occasion had been probed on suspicion as to whether or not they were clones as well. Especially when the five had gathered in one place. The assumptions were ridiculous of course but such was their life now with the suspicions and prejudices of New Osiris.

“Four?” Keiko queried silently. That changed things. The raven haired officer with the hot pink highlights looked up from the painted silhouette toward Vaiacane.
The newly operating pharmaceutical company was working toward finding a cure for what was still referred to as the TOZ effect. The scrubbers at N.O.E.R. quelled the blood lust urge of the infected but there were still the other side effects that manifested with the disease. Most still were treatable by the red vitality booster developed by Hydra and now produced and distributed by the drug company. It controlled the symptoms providing temporary relief to the victims but it was a small victory to a life sentence of misery and segregation.
It was beginning to look less likely that the position atop Nantouch Industries was less likely the assailants advantageous perch to commit murder but a manner of egress. Still, how did the assailant get from here, she noted the Vaiacane building, to the rooftop of Namtouch Industries. There.
Flight she pondered briefly before another more plausible theory took the forefront. ”Consumer” she mumbled quietly. Keiko’s heart raced at the thought. The inkling made sense.
”What if this was nothing more than a break in gone awry? Somebody in the late stages of the disease could be bold enough to risk such an endeavor. What did they have to lose?”
More questions fill her mind in opposition to the concept. ”But why the bow? Not the most indiscrete of weapons to be carrying around on a break and enter.”
If anything, the method of the killing dictated more to the individual’s resolve not to give into its primal desires. If Keiko was right, things would only escalate from here if the assailant came up empty handed. And with it the desire to more satisfy the urge at which point city wide hysteria would set in once more with the slayings.

”What is it Kei?” Kameko inquired noting her sister was somewhat distant.
”Just a feeling.” She commented. ”Perhaps we should take a look around inside first before I present a theory. Do we have any footage from inside the building?”

"A few of the cameras were shot and destroyed, but there is video footage. The security room was not accessed, so the stored footage was not erased. I'm sure the company will allow us access, but we'll need permission to enter to gain security clearance." the clone replied.
"I can get them to provide that for you!" the charming voice of Carlyle chimed in as he walked up and unbuttoned his suit jacket. He extended his hand to Kameko to shake.
"Ah, the lovely Hyogo sisters are working this case? Twice the fun for me. I've heard good things about you... very good things." He said as he checked the two sisters out from head to toe.
"Sorry to keep you waiting ladies, I had to satiate a few hungry vultures that were attempting to ruin my gorgeous image. All is well now." He ran his hand through his hair and gave a big grin.
"Shall we go inside and see which poor loser bit the dust this time?" He walked away and followed the clone officer into the Vaiacane building where they were greeted by a handful of staff members gathered in the lobby, most of them all looked quite shaken and scared.
"We're here with the OPD investigating the crime scene. We will need you to cooperate and provide us with any details about the case to help us move things forward." Carlyle explained as he flashed his badge. "Detective Hyogo and her sister here will be going over the details since I will be needed back at the station soon, so let's try to move this along." he finished.
An older man with all white hair and glasses stepped forward. "Of course, of course! I am in charge of Vaiacane and all of our projects here, my name is Riley Keller. I already talked with one of the other officers, but I can go over the details with you all again if you need it. We will give you our full cooperation and provide you with anything you need to solve the case, just let us know. Everyone currently here can help you with whatever you need to move the case forward. I just don't understand why this happened. The security guards and Mr. Taveras were all good men... he was one of our best workers and loved by... everyone..." He began sobbing and buried his face in his hands. His colleagues walked over to comfort him.

”Uuughhh! Keiko groaned silently putting forth her best smile. Being addressed by the womanizing pig was enough to make even the synthetic skin covering Keiko’s bionic arm crawl as he ogled the uniformed females. At least she was spared the displeasure of any physical contact. Thankfully Kameko fell upon that sword. She always was the stronger sibling. Things would only get worse when they passed the detective’s exam were allowed some personal freedom and express their individuality in the form of civilian apparel.
"Shall we go inside and see which poor loser bit the dust this time?" Carly instructed.
”Harsh” Keiko thought as they followed Superintendent Carlyle and the clone officer into the Vaiacane building. They were greeted by a handful of staff members gathered in the lobby, most of them all looked quite shaken and scared when Carlyle addressed the room. The female officer was taken aback when their superior passed the reigns to a Detective Hyogo and her sister. Keiko shot her sibling a quick look of disgust at her sister’s deceit.
”When…..?” she queried quietly only to be cut short as Kameko responded to Carlyle.
”We can take it from here Detective. We realize you are a busy man these days staffing the ranks. We appreciate the opportunity. We won’t disappoint you Sir.”
”Not now Keiko.” Kameko shushed her sibling as the suited detective left the scene.”We’ll discuss this later.”
”It had better be a good explanation.” Keiko huffed silently folding her arms cross her chest as they were approached by an older man, with white hair and glasses identifying himself as the man in charge. He quickly offered the company’s full co-operation before he broke down burying his face in his hand and began sobbing.
”I can see you are all grieving at the loss Mr. Riley.” Kameko stated solemly. ” We’ll try to be brief. If possible, we would like to check the building's surveillance footage. It is doubtful the adventurous perpetrator was sloppy enough to be caught on tape before he disabled the cameras but we should be able to use that information to narrow down a time table and his point of entry.”
”Before we let you go could you tell us more about the seventh floor. Was Mr Tavaras heading up any particular project? We realize that there may be some sensitive material you may not want to disclose but the more you can tell us the easier it may be to figure out just what motivated our killer to target Vaiacane. We appreciate anything you have to offer”
The newly commissioned detective was about to dismiss the witness and move on when Keiko added one additional question.“Has anything been reported missing?”

"Excellent, I'll leave you to it. I'm just a call away if you need me." Carlyle responded without looking up, his face was buried in his cellphone as he was rapidly swiping his thumb left and right.
"Good luck ladies. I'll be in my car for a little while before heading back to the station. Make sure to give them anything they need to solve the case." He directed the last part towards the staff of the building, then yawned and walked away.
The sisters now directed their questions to the staff of Vaiacane. "Was Mr Tavaras heading up any particular project?"
"Clara can give you the surveillance footage you need. Rodrigo... Rodrigo Taveras... was working on medicine. He hasn't been working here long, only a few weeks as he was still fairly new. But he didn't seem to have any enemies. Everyone loved him.... his family is taking this hard... Taveras was taking over the project for making a permanent cure for the yellow eye virus - that's what we're calling it now here in Vaiacane. Since he was the most familiar with the work we put him in charge. That floor is dedicated to the research of the new vaccine. He was making very good progress and seemed to be close to a breakthrough.
His briefcase was taken which contained a few files from his work. However, we have backups stored and they are still intact... nothing else was taken, and the killer didn't appear to enter any other room. I don't understand why someone would take it though, our new formula is non-addictive, you can't even get a high off of it... This project is also being funded by the government since we are in desperate need of a permanent fix, so we were planning on releasing it for free to avoid another massive attack... Selling it on the black market would be pointless." he explained.
"It just doesn't make any sense why someone would do this. I can't make any sense of it. Miss Clara can assist you with the footage you need, it is just down the hall in the security room. Do you have any other questions?"

Keiko interjected at the opportunity.”Even with a successful breakthrough Mr. Riley, there would still be more testing and trials before any release to the public correct? That could take years. What if, someone less……..” She paused momentarily as she searched for the right word. ”.……scrupulous were to beat you to a cure?”
”What are you thinking Kei?” Kameko inquired.
”Surely, without the government holding controlling interest, a private entity wouldn’t just give the cure away. Wouldn’t they stand to profit quite handsomely at your failure? The playing field seems to have been leveled. Who did Vaiacane beat out to receive their backing?”
Once Mr Riley had commented to Keiko's remarks the augmented Asian female looked to Ms. Clara and remarked. "We would like to view that footage now if you would kindly lead the way."

"Well... he worked for Hydra of course. They were the leading researchers at the time. Tavaras however had quit Hydra before the scandal broke out and had began seeking employment a few months before... well... before everything happened. He didn't work on the original vaccine directly, but he was familiar with the work enough to take the sample and create a formula that would correct the flaws Hydra had missed."

"Who did Vaiacane beat out to receive their backing?”
He flinched. "Are you suggesting cooperate sabotage? That would be... awful... We were going to start the testing phase this week. We had already cured one patient because Hydra did most of the leg work, but we wanted to run more tests before releasing it to the public. We don't want any major side effects that will make things worse." Riley exhaled sharply and put his hands on his hips.
"With Tavaras dead, this will set us back a bit. But we will continue our research once we are sure it is safe to proceed.... As for who we beat out, Hydra has fallen, they can't recover after what happened and no one will do business with what's left. The company has folded under and has pretty much closed down. We were pretty much chosen by default at this point because no one else in the field has as much experience and is qualified for this type of work. Especially with the vast scale of what we're dealing with. The only other major company that could compete with us is Namtouch Automations, but they are a cybernetic company and never showed interest. Cadmean Corsair focuses purely on armor and warmachines, they would gain nothing from this research..." Riley explained.
"If you could investigate the others to rule them out I would appreciate it. I have always thought that with everything that has happened recently, we were all on the same page with making the city better... maybe I was naive to think that." Riley finished as he dropped his head in dismay.
